Position Summary & Responsibilities:

Position Summary:

This Engineering Technician Specialist position is located in Topeka, KS and is within the Bureau of Road Design. This position conducts onsite diagnostic reviews of railroad crossings, represents the Kansas Department of Transportation in recommending safety device improvements placed through Federal funds, and works with the railroads in getting approval for easements needed on construction projects.

Job Responsibilities may include but are not limited to the following:

  • Reviews the preparation and completion of railroad signal projects, grading and surfacing plans as they relate to easements needed from the railroad companies and making field reviews for safety projects using the Federal 130 funds and State funds managed by the Kansas Department of Transportation.
  • Prepares agreements for railroad signal improvements, railroad associated overpasses, and agreements for easements needed from the railroads.
  • Performs field reviews (diagnostic reviews) of each crossing, project needing easements, or overpass improvements and attends scheduled meetings with local governing agencies, the associated railroad, and KDOT employees.
  • Spends considerable time in coordination and communication with other sections of the Bureau of Design, other KDOT Bureaus, local governing agencies, major and short-line railroads, and the general public in order to develop plans and agreements according to procedures and specifications.
  • Assists in the review of approximately 50-100 of the highest priority crossings each year listed on the railroad inventory and selecting those to review for possible improvements.
  • Reviews and checks railroad estimates for signal projects and easement requirements before incorporation into the plans and agreements of each project.
  • Oversees the maintenance and updating of the data records stored in the computer system.
  • Assists in presenting information at public meetings regarding railroad crossing improvements, closures and easements needed.
  • Assists in the preparation, setup, and participation at the annual Kansas Railroad/Highway Conference.

Qualifications:

Minimum Qualifications:

  • Five years of experience in engineering technical support.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
  • Valid Driver’s License at time of appointment.

Preferred Qualifications:

  • Education or training in oral and written communication.
  • Knowledge of computers, railroad easements, signal projects, and railroad grade crossings is preferable.
