The University of Maryland, Baltimore's University Accountability department has an opportunity for an Executive Director of Civil Rights Resolutions & Title IX Coordinator . The role of the Executive Director of Civil Rights Resolutions & Title IX Coordinator is pivotal in ensuring that higher education institutions adhere to federal, state, and institutional regulations pertaining to civil rights, particularly under Title VI, Title VII, and Title IX provisions. This position demands a high level of expertise, strategic leadership, and a comprehensive understanding of legal frameworks that govern discrimination and harassment in educational settings. The Executive Director manages University of Maryland, Baltimore's compliance and compliance resolution processes regarding Title IX, Title VII, Title VI, and other state and federal laws relating to discrimination, harassment, sexual misconduct, dating/domestic violence, and stalking. The Executive Director Civil Rights Resolutions acts as a point of contact with internal stakeholders involved in the preparation and delivery of training programs, a resource for the University community to seek guidance and assistance in addressing discrimination and harassment concerns, and serves as the University's Title IX Coordinator.

Primary Duties

  • Facilitate and coordinate collaboration across the campus community on Title VI, Title VII, Title IX, and other state and federal laws relating to discrimination.

  • Serve as the University's Title IX Coordinator. Responsible for UMB's policies, procedures, and processes regarding sex discrimination and sex-based discrimination compliance with Title IX, other federal laws related to the Title IX program, and sexual misconduct on campus (e.g., the Violence Against Women Act and the Campus Sexual Assault and Violence Elimination (SAVE Act) and relevant Maryland State laws, including Title 20 of the Maryland Employment Code.

  • Monitor UMB's compliance and response to discrimination and harassment, and develop comprehensive compliance programs that encompass training initiatives, resource allocation, and policy updates. Engage in continuous assessment of the university's practices to identify areas for improvement and ensure alignment with evolving legal standards. Work in collaboration with various University stakeholders to foster an inclusive environment conducive to education and personal growth.

  • Provide leadership and direction for the purpose of eliminating discrimination, harassment, and retaliation in educational and employment programs. Foster a culture of transparency and accountability across the university. Report compliance activities to senior leadership providing insights into the institution's adherence to Title VI, Title VII, and Title IX. Make recommendations to enhance compliance efforts.

  • Identify and address any instances, patterns, systemic issues or barriers to reporting related to discrimination and harassment.

  • Oversee complaints, reports, and investigations of all forms of discrimination and/or harassment, and ensure they are handled in accordance with relevant laws, regulations, and UMB's policies through prompt, fair, and impartial practices. Ensure staff and designated participants involved in related processes, including investigations and adjudication, are appropriately trained or certified.

  • Supervise internal investigators. May conduct investigations into allegations of discrimination, harassment, and sexual misconduct involving students, staff and faculty. Maintain records of all investigations and adjudications as required under law, regulation or policy.

  • Determine whether informal resolutions such are appropriate in any given matter and effectuating the informal resolution process.

  • Participate in campus events including orientations, faculty and staff meetings, etc. to provide information to students, faculty, and staff regarding their rights and responsibilities. Disseminate information about the resources available on and off campus, how to access these resources, reporting mechanisms, and policies and procedures.

  • Conduct and coordinate education and training for students, faculty, and staff about UMB's nondiscrimination policies and grievance procedures including all issues of discrimination and harassment, sexual misconduct prevention efforts, and its Title VI, VII, and IX programs as a whole. Develop and disseminate related educational materials including brochures, posters and web-based materials.

  • Perform other duties as assigned.

Qualifications

Education: Bachelor's degree in a relevant field such as Education, Law Enforcement, Legal Studies, Health or Human Services, Business Administration, Management, Regulatory Affairs or a related field. Master's, Ph.D., or J.D. degree preferred.

Experience: Ten (10) years of relevant experience spent progressively building a background in equal opportunity, including Titles VI, VII, and/or IX compliance oversight, and investigations, preferably in an academic setting.

Supervisory Experience: Five (5) years of experience at a management/leadership level.

Certification/Licensure: Title IX Coordinator through ATIXA and associated certifications, including Informal Resolutions, and Civil Rights Investigations/Investigator certification required within six (6) months of employment. Certified Compliance & Ethics Professional (CCEP) or similar certification preferred.

Other: May require 24-hour availability. Financial disclosure reporting required by State of Maryland Ethics Commission.

Hiring Range: $147,000 - $163,000 , commensurate with education and experience.
