POSITION: Human Resources Specialist
STATUS:  Full Time
HOURS:  Monday through Friday; daylight hours; flexibility required to meet the needs of the Department
LOCATION:  Robinson
SALARY / WAGES $50,000-$55,000

Partners For Quality Inc. is a private, non-profit social services organization based in Robinson Township with a satellite office in the East Hills area. We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.

Responsibilities:

Responsible to the Executive Director of Human Resources for providing support and assistance to all human resources departments to ensure overall compliance with day-to-day operations. The HR Specialist will provide technical support to use human resources database / software systems related to recruitment, training, benefits and compliance. All responsibilities shall be completed in a manner consistent with the Vision, Mission and Values of Partners For Quality, Inc.

  • Analyze and contribute to the improvement of human resources strategies and operations within HR departments to promote more efficient human resources processes and employee efficiencies with independently using HR systems.
  • Coordinate and participate, as assigned, in internal investigations involving employees in conjunction with Human Resources, Executive/Department Directors and/or Certified Investigators.
  • Assist with providing guidance and training regarding applicable personnel policies and procedures to new hires and management/professional employees.
  • Provides support to management team on regulatory issues concerning progressive discipline, employee evaluation, and grievance procedures.
  • Support HR Managers of Talent Acquisition, Talent Development, Benefits, and Compliance / Employee Relations to train new and established employees on processes/functionality of Learning Management System (LMS), Applicant Tracking System (ATS), and other applicable systems to ensure competency in use of systems for themselves and subordinates.
  • Collaborate with human resources staff and Informational Technology (IT) to ensure proper functioning of the Human Resources Information Systems (HRIS), LMS and ATS.
  • Provide supervision and support to the Human Resources Assistants.
  • Other related duties may be required.

SALARY / WAGES
$50,000-$55,000

Qualifications:
  • Associate’s degree in one of the major disciplines relevant to Human Resources plus three (3) years relevant Human Resources experience

OR

  • Bachelors’ Degree plus one (1) year relevant Human Resources experience
  • Experience with Applicant Tracking (ATS), Learning Management System (LMS), and Human Resources Information System (HRIS)
  • Experience with employee internal investigations, employee relations, and compliance
  • Management experience preferred
  • Experience with a human service and / or non-profit settings preferred
  • Excellent interpersonal, communication, and writing skills
  • Valid Driver’s License and use of vehicle
  • Act 33, Act 34, and FBI clearances
  • Excellent references, both personal and professional
Minimum Compensation: USD $50,000.00/Yr. Maximum Compensation: USD $55,000.00/Yr.
